INTEGRATED SOLID WASTE MANAGEMENT IN ALBANIA – GAPS, CHALLENGES AND PERSPECTIVES ON THE PATH TO EU APPROXIMATION

The Ministry of Tourism and Environment (MTE), is being prepared for the EU negotiations for Chapter 27 on Environment and Climate Change and has been intensively working towards the transposition of key EU legislative provisions into Albanian legal system.

In this context, MTE, with the support of the program SANE 27 (Support Albanian Negotiations in Environment, Chapter 27), organized on 13th and 14th October 2020, National Conference on Integrated Waste Management in Albania – Gaps, Challenges and Perspectives on the Pat to EU Approximation. The main aims of the conference were:

  • assess the current waste management system reflecting EU negotiations requirements;
  • analyze the EU waste policy and legislation requirements;
  • identify gaps and needs in terms of planning, capacities and responsibilities of competent institutions, infrastructure and funds.

At the conference was shared the experience of EU member states and Candidate Countries in establishment of the integrated waste management systems and the challenges they face during EU negotiations process. At the end of the conference were concluded the recommendations to national and local authorities how to improve waste management in Albania. Meeting waste management EU requirements is a costly and complex process where different stakeholders have responsibilities and play significant role that cannot be replaced.Consequently, in order to support the dialogue among stakeholders in the light of the EU , in this conference were invited representatives from national, regional and local authorities that have competences in waste managementrepresentatives from private sector, EU Delegation and other donors. Waste collectors and operators, NGOs and as well representatives from academia.
